Rising food prices hurt those who can least afford it

According to this article, the average Canadian spends 16% on food purchases, which is why this article is arguing that food price increases won’t hurt Canadians. However we know that the lowest income quintile spend about 55% of their income on food and energy related costs. And as we know, rent has to be paid first.
